[ Yearly Schedule & Tutor's Research ]

Juniors In the spring semester, we read basic textbooks on European economic and social history. Each lesson will be followed by discussions and report writing on related topics. Current themes relate to history and current situation of the European integration, particularly its social dimension. In the autumn semester, students are requested to choose a topic on European economic and social history and submit a report by the end of the term. This may be supplemented by further reading of basic textbooks or a collaborative report by participants.

Seniors Graduation theses (24,000 words or over) or research notes (12,000 words or over) must be submitted. They are subject to an internal examination.

Tutor's Research My recent research.

A. Social Market Economy in Europe

This project is composed of a series of empirical research on the functions and prospects of the embryonic social economy in Europe or the 'European social model'. If the emerging social system can strike a balance between the competitive market economy and indispensable social protection for those placed in inferior positions is of particular interest. My current interestes include such themes as information, consultation and participation procedures in big businesses, restructuring processes, work sharing and related social thought.

'欧州労使協議会と制度評価のモデル(European Works Coucils and a Model of Institution Evaluation) ', 豊橋創造大学紀要 (Bulletin of Toyohashi Sozo College), Vol.2, March 1998. Using existing research and position papers of the European employers' organization, UNICE (Union of Industrial and Employers' Confederation of Europe) etc, this article provides an analytical framework of EWCs' evaluation from the employers' viewpoint.

'EU社会政策と市場経済-欧州ワークス・カウンシルをめぐる近年の動向 (EU Social Policy and the Market Economy: Recent Developments on European Works Councils', Bulletin of Toyohashi Sozo College, Vol.3, March 1999. This article outlines recent developments of EWCs, including the transposition of the Directive, UK "opt-in" to the EU social policy, number of established councils (ref.ETUI database) and periodic analysis of agreements (ref.EFILWC).
'Management Views of European Works Councils: A Preliminary Survey of Japanese Multinationals', European Journal of Industrial Relations, 1999, 5-3. This article analyses the views of EWCs expressed by senior managers (Japanese, Belgian, French, British, Dutch and German) of Japanese-owned multinational companies. Its outline was presented at the conference of the Society for the Study of Social Policy, Japan, in May 1999.
'EU市場統合とソーシャル・ヨーロッパ−域内企業における情報・協議制度の形成(Social Dimension of the European Integration', Bulletin of Toyohashi Sozo College, Vol.4, March 2000. Industrial relations systems in the EU have experienced both the diversification of national models and the rise of a supranational system since 1980s. This article overviews background factors of diversification, including the rise of neo-liberalism and the increasing heterogeneity of the labour force, and considers their influences on the formation of an integrated European industrial relations system.
'欧州ワークスカウンシルと多国籍企業-情報・協議制度、コーポレートガバナンスと市場経済(Management Views of European Works Councils: A Survey of Sample Multinationals)', in 自己選択と共同性(Individual Choice and Commonality), Tokyo: Ochanomizu Shobo (March 2001). The results of the second half of empirical research into management views of EWCs (a sample study of US, Dutch, German, Swedish and British multinationals) are presented, together with those of the 1998 survey. A draft article was presented at the conference of the Society for the Study of Social Policy, Japan in May 2000.
'欧州会社法従業員関与指令 (Employee Involvement Directive of the European Company Statute)', Bulletin of Toyohashi Sozo College, Vol.6, February 2002. Translation of the Directive attached to the European Company Statute adopted by the European Council in 8.10.2001. This article includes translator's comments (pp.65-78).
NOW ON SALE EU社会政策と市場経済(EU Social Policy and the Market Economy: Information and Consultation in European Companies), Tokyo: Sodosha (May 2002) This book offers a historical description of European industrial relations as well as mandate information and consultation procedures. Chapter 1 offers brief history of EU and its social policy, and Chapter 2 deals with industrial relation in the European countries. From Chapters 3 to 5, development of European information, consultation and participation systems are overviewed, particularly focusing on European Works Councils (EWC) and European Company Statute (ECS) and their socio-economic backgrounds. It also includes an interview with Viscount Davignon, an empirical study on EWCs conducted by the author and an index in English. (319 pages, 2800 yen)
NOW ON SALE 'Managing European Works Councils from outside Europe',in Ian Fitzgerald and John Stirling ed., European Works Councils in Action (interim title), London: Routledge This chapter offers an revised version of the article published in March 1999. Main revisions include a comparison of research results between European and non-European multinational companies, using the data collected in another study conducted at Warwick University. 'ヨーロッパ資本主義の2つの世界(The two worlds of the European capitalism)' Bulletin of Toyohashi Sozo College, Vol.8, February 2003. This article explores history and the current situation of the European corporatism, particularly focusing on the institutions at micro-level. It is based on a "open seminar" of the college.

C. Other Research

'Society for the Study of Social Policy: Rehabilitating the Welfare State',Information Bulletin of the Union of National Economic Associations in Japan, No.22, 2002. A compact survey of reseach conducted between 1997 and 2001 by some academics of the Society for the Study of Social Policy, Japan. This article overviews (1) population and economic changes in Japan since the war, (2) related changes of social welfare policy, and (3) the long-term care insurance system enacted in April 2000,
